Completely possible on Saturn's moon Titan. Seriously: if you strap wings on your arms, between the low gravity (0.14G) and thick atmosphere (1.45atm) you can fly. The only problem is the fact it's so cold there are lakes of liquid methane.

I wish to say right now this is NOT a good idea... A better idea would be a hang-glider. Her wings can almost lift her, but they're most specialized to sideways push like on her scooter, so she'd be her own little powered aircraft!
